AICONFORM Launches to Advance Automated Regulatory Compliance and Trustworthy AI in Europe

New Digital Europe project brings together European expertise to develop practical, interoperable tools that help organisations navigate evolving EU digital regulation.

Athens, Greece – 16 June 2026 – The AICONFORM project – Agentic Framework for Automated Regulatory Compliance – has officially launched, beginning a 24-month European collaboration focused on making regulatory compliance more automated, transparent and practical for public administrations, businesses and regulated sectors.

Co-funded by the European Union under the Digital Europe Programme, AICONFORM responds to a growing challenge facing organisations across Europe: keeping pace with an increasingly complex and rapidly evolving regulatory environment while adopting artificial intelligence and other advanced digital technologies.

European organisations must interpret and apply multiple regulatory frameworks, including the EU AI Act, NIS2, eIDAS 2.0 and GDPR. These obligations are often distributed across different sources, expressed through complex legal language and updated over time. For public authorities, SMEs and industrial operators, this can result in significant administrative effort and fragmented compliance processes.

AICONFORM aims to address this challenge by developing a modular and interoperable framework for automated regulatory compliance. The project will explore how regulatory requirements can be transformed into machine-readable and actionable information, enabling organisations to identify, document, monitor and respond to compliance obligations more efficiently.

Turning complex regulation into operational compliance

AICONFORM will combine Artificial Intelligence and Natural Language Processing, legal knowledge graphs, executable compliance rules, privacy-preserving technologies and qualified digital trust services to support different stages of the compliance lifecycle.

The framework will be designed to assist with the extraction of regulatory obligations, risk classification, conformity assessment, evidence generation, compliance documentation, incident monitoring and audit trails. It will also integrate digital trust mechanisms such as qualified electronic signatures, electronic seals, timestamping and European Digital Identity Wallet workflows.

At the same time, the project places strong emphasis on human oversight, transparency, traceability, privacy and accountability. The aim is not to replace human responsibility in regulatory decision-making, but to provide organisations with practical digital tools that can support more consistent, auditable and efficient compliance processes.

From technology development to real-world validation

A central element of AICONFORM is the validation of its approach in real operational environments.

The project will test its framework across three main domains: public administration, manufacturing and energy. Through these pilots, the consortium will examine how a shared compliance architecture can adapt to different operational and regulatory requirements while maintaining common principles of interoperability, privacy, auditability and human control.

In public administration, the project will investigate how AI-enabled tools can support regulatory screening, risk identification and compliance reporting. The manufacturing pilot will explore compliance processes linked to AI-supported production, visual inspection, quality assurance and, where applicable, workforce-related or safety workflows. In the energy sector, AICONFORM will focus on automated regulatory monitoring, privacy-preserving compliance processes and trusted digital interactions in energy retail.

The results from these pilots will provide practical evidence on the effectiveness, usability and transferability of automated compliance approaches across different sectors.

Concrete targets for impact and uptake

By the end of the project, AICONFORM aims to achieve at least a 30% reduction in compliance reporting time and at least 95% compliance accuracy when benchmarked against manual processes, while while using at least five compliance templates in each pilot sector.

The project will also work towards the release of reusable open-source resources, including compliance templates, APIs, SDKs and conformance-testing resources that can support uptake beyond the consortium. These resources are intended to help public bodies, SMEs, technology providers and other stakeholders integrate compliance-by-design principles into their own systems and workflows.

Capacity building will form another important part of the initiative. Through training, e-learning, workshops and stakeholder engagement, AICONFORM aims to equip at least 200 professionals with practical knowledge and skills related to AI compliance and the responsible use of project outputs.

A European consortium with multidisciplinary expertise

AICONFORM is coordinated by the Hellenic Ministry of Digital Governance and brings together a multidisciplinary European consortium covering public administration, AI and software engineering, semantic technologies, data protection, qualified trust services, interoperability, industrial and energy applications, training, exploitation and communication.

This combination of expertise reflects the complexity of regulatory compliance itself. Successful compliance automation requires more than technological development alone; it also depends on legal interpretation, trustworthy data governance, interoperability, organisational processes and meaningful human oversight.

The project officially entered its implementation phase with the AICONFORM Kick-off Meeting on 16 June 2026 in Athens, Greece, hosted by the Hellenic Ministry of Digital Governance. The meeting brought the consortium together to align on the project’s objectives, implementation approach and upcoming activities, setting the foundation for the two years of collaboration ahead.

Over the coming months, AICONFORM will move from initial technical development towards pilot deployment, validation, training, policy engagement and the gradual release of reusable compliance resources.

About AICONFORM

AICONFORM – Agentic Framework for Automated Regulatory Compliance is a 24-month project co-funded by the European Union under the Digital Europe Programme. Running from 1 June 2026 to 31 May 2028, the project aims to develop and validate an interoperable framework that helps organisations extract, verify, monitor and document regulatory obligations across evolving EU digital rules.

AICONFORM will be validated in public administration, manufacturing and energy, with the wider objective of reducing administrative burden, improving legal certainty and supporting the responsible and trustworthy adoption of AI across Europe.
